Open Source Flash site has a plethora of ways to work in Flash without using the pay-for IDE. This speaks mostly to the developer crowd and not the art side.
Personally, I hope that the new Flash 8 IDE is good enough so I don't have to "stray" but I guess we'll have to see. Though, Actionscript in Eclipse is very geeky-cool.
